PASAN formed in as a response to the AIDS crisis in the prison system
PASAN is a community-based network of prisoners, ex-prisoners, organizations, activists and individuals working together to provide advocacy, education, and support to prisoners on HIV/AIDS, HCV and related issues.

Well there really is not a reason for them to worry about HIV in prison unless they are doing stuff they have no bussiness doing...

People with HIV/AIDS, HCV, etc are sick. I think they probably have a lot more to worry about than sex, whether they're in prison or on the outside. People with these illnesses need advocates, someone to help them understand the progression of the disease, symptoms, medications, etc. They need someone to talk to, someone who will listen.
