Delaware Nation receives Stimulus funds

BTW, these funds are loans--not grants.  They have to be paid back.

I didn't know that. hmm   I noticed the following on The Nation's website earlier. That's a heck of a lot of debt.

The September 5, 2009 General Council meeting was extremely successful. The Resolution passed

Resolution of the General Council Approving
Bank of Oklahoma Line of Credit

THEREFORE, by a majority vote in a referendum election of a special question, the General Council hereby authorizes the President of the Delaware Nation, Kerry Holton, and his successors and assigns, or whomever the duly elected official is at the time, and any other member of the Executive Committee if an additional signature is required, to execute a limited waiver of sovereign immunity connection with a line of credit from Bank of Oklahoma, N.A., not to exceed $3.5 million dollars for the purposes of casino improvements and economic
development.

NOW THEREFORE BE IT RESOLVED, The General Council hereby authorizes and directs Kerry Holton, President or Clifford Peacock, Treasurer (collectively the “Authorized Officers”), on behalf of the Nation (i) to borrow up to $3,500,000.00 from the Bank of Oklahoma, N.A. (Bank), (ii) to execute and deliver on behalf of the Nation all Loan Documents related to or necessary to such loan; and (iii) to grant to Bank a security interest in all receipts, revenues, and rents from the operation of any portion of the existing or proposed new Gold River Casino as well as in  all personal furnishings, equipment, fixtures, and tangible personal property of any nature whatsoever used in or at the Gold River Casino facility, exclusive of any interest in real estate.

Delaware Nation Awarded $250,000 Solar Energy Panel Grant

[Anadarko, OK] – The Department of Energy recently awarded the Delaware Nation, a federally-recognized Indian tribe located in Oklahoma, a $250,000 National Energy Technology Labs Energy Efficiency and Conservation Block Grant (EECBG) that will fund solar panel roofing for the tribe’s governmental building. The new roof will support the environmentally friendly and energy efficient foundation of the Delaware Nation Going Green Initiative. This is the first step in the implementation of the tribe’s Green Initiative, which will ideally garner other grant opportunities.

The Delaware Nation was one of 87 applicants and the only federally-recognized Indian tribe to be chosen for this prestigious award. The grant was a competitive, open to the public, award that supplies recipients with federal stimulus funds.

The Delaware Nation teamed up with Wind Hollow Foundation and Hope Technology to create the Going Green Initiative that strives for environmental stewardship. Theda McPheron-Keel with Wind Hollow Foundation acted on behalf of the Delaware Nation to write the grant and described how the solar panels will convert solar energy into electricity and will cover the entire roof thus cutting out a substantial amount of conventional energy.

“Once complete, the solar panel roof will save nearly $9,592 per year by cutting conventional energy use by approximately 45,000 kilowatts hours annually. With this technology, the solar power generating system will be fully integrated into the new roof. The technology chosen for this project will be Building Integrated Photovoltaic (BIPV) Solar Roofing System.

With this technology, the solar power generating system will be fully integrated into new roof. The roof will be both a full functioning high performance roof system and a solar energy production plant, all in a single integrated building product.” explained Research Scientist and Project Director Dr. Omran Musbah with Hope Technology.

This grant will allow energy conservation and energy efficiency using renewable solar panels. The Delaware Nation aims to conserve energy and reduce our carbon footprint while serving as local and tribal role models in Oklahoma. The new roof will integrate solar panels into the roofing material itself. This grant will launch a change in community perspective that will help the state of Oklahoma to develop green projects and jobs. The project, which will retrofit the new combination solar panel and roofing material as an integrated unit, is expected to be completed in the coming months.

“The Delaware Nation is in a coveted position as the only American Indian tribe to be awarded a grant of this nature. We have a vision for a greener future for future generations and this is the first step in making our dreams a reality,” Kerry Holton, President of the Delaware Nation said.

The Delaware Nation will be expanding with similar projects to create clean energy including solar, wind, and biomass. In the near future, the Delaware Nation Green Technology Park will house businesses with a focus on energy efficiency and conservation that will create green jobs and spur economic development in the community.

First Native American Tribe Gets $250,000 Grant for Solar Power

The Delaware Nation, a federally recognized tribe of Native Americans whose official reservation is in Oklahoma, recently received $250,000 from the U.S. Department of Energy (DOE) to install a building integrated solar photovoltaic (BIPV) roofing system at the tribe’s governmental building.

The Delaware Nation – one of only 87 applicants for the funding, and the only Native American tribe chosen – wrote the grant application under the auspices of its Going Green Initiative, which aspires toward environmental stewardship.

Assisting the Delaware Nation in the application process, and acting as part of its “green” team, the Wind Hollow Foundation’s Theda McPheron-Keel helped draft the language describing the proposed solar array, which is expected to cover almost the entire roof of the government building in Anadarko, Oklahoma.

Frederick, Maryland-based Wind Hollow Foundation is a non-profit organization dedicated to empowering Native Americans by encouraging and supporting self-sufficiency, including self sufficiency in energy resources through its economic development programs.

The grant was awarded through the DOE’s National Energy Technology Labs as an Energy Efficiency and Conservation Block Grant (EECBG). These grants, backed by $2.7 billion in funding, aim to improve energy efficiency, reduce energy use, and eliminate fossil fuel emissions by introducing clean, renewable technologies like solar energy, and are made available to local, state and regional government entities, U.S. territories, and Native American tribal units like the Delaware.

The solar array, which represents the first step in the tribe’s Going Green Initiative, will save the tribe almost $9,592 per year by cutting energy use 45,000 kilowatt-hours a year.

Similar projects are slated for the future, with the Delaware Nation proposing the introduction of a Green Technology Park on tribal land to house area businesses which focus on renewable energy technologies like solar, wind and biomass. The park is expected to not only trigger economic development, but create green jobs in an economy that typically sees high unemployment.

The technology park is part of a greater initiative, instituted in 2009, which saw the Delaware Nation tribal president Kerry Holton meeting with Trenton Mayor Douglas Palmer and entrepreneur Shelley Zieger at the Trenton Marriott to form an alliance to take advantage of opportunities provided under ARRA. The Delaware Nation owns a New Jersey casino.

The Delaware Nation originated in the New Jersey area, and only one-third of the tribe now lives in Oklahoma. At the 2009 meeting, the three discussed building a factory near Trenton to make solar panels or energy-efficient building materials.

I know we were very excited about this new grant and how it would benefit our people in Oklahoma.....although I now hear that "Chief Holton" has kicked out the partners who wrote the grant application for him and now wants to move the whole project grant  to New Jersey where he will be starting a whole new project with a totally different plan.  Can he do that?  Isn't that a federal grant and federal money, isn't there something we can do to keep the money here to the our people?  We need jobs, not promises of money to come from New Jersey when and IF these new companies pan out.

There are things you can do, everyone is afraid to speak out against Holton publicly. If half of the people I've talked to would "come out of hiding"..this never would have gotten this far.

From what I understand it was the BIA who put Holton back in, not the Absentee. The whole story sounds rather G.W. Bushy to me. yikes

I helped write some of these grants; I'm no longer working for either company but am very interested if Holton kicking Wind Hollow to the side is true or not.

I don't know whether to laugh or cry, thinking of my friend who worked for them in housing, and when the person stood up in a meeting to say that the person couldn't take care of ppls' housing needs if the tribe didn't fund it, a BIA cop was sicked on the person, & the individual's standing up for the ppl., cost the person the person's job. hmmsad

I see that in most recent press releases, 'Chief Holton' even appears to have re-written history!  No mention at all of the partners who wrote the grant - and guess what?  The newsletters back from early 2010 that mentioned the grant being awarded and the partnership that won it have been removed from the DN website too!
